Meeting Minutes
Thursday June 4, 2015

Present: Don Bugbee (Parks & Recreation Director & Commission Secretary), Bob Dunn (Parks and Recreation Chairman), John Flower (Parks and Recreation Vice-Chairman),
Tim Gavin, Nigel Logan Absent: Mary Ellen Garbarino, Missy Garvin, Glynn McAraw
1) Call to order
The Meeting was called to order by Bob Dunn at 7:10 PM.
2) Previous Meeting Minutes
The Minutes from the May 7, 2015 Meeting were reviewed. Nigel Logan made a motion, seconded by Tim Gavin, to accept the minutes with one correction. Paragraph 5.a lists $25 as the Non-residents fee and it should be $20. The motion passed unanimously.
3) Spring/Summer Program Updates
Don Bugbee gave an overview of current and the upcoming Spring and Summer Programs. All current information is listed on the Parks and Recreation Website. Current Programs include Yoga and Adult Basketball. Summer Programs will include the Daycamp and Tennis, Soccer and Basketball Camps. All Summer Staff has been hired and everything is on schedule to start as listed on the website.
4) Park Facilities Update
Don Bugbee gave an overview of the Parks and areas. Town Woods Park, Cross Lane Park, Hains Park and White Sand Beach are up and running. Baseball, Lacrosse, Rowing and Soccer Programs are actively going on at this time.
The Fields at Town Woods Park will be scheduled for Grub Treatment later in June. The Park will be closed for all activity during this process for at least a 24 hour period. All affected Clubs will be notified, the gates will be secured, signs posted and the Towns Website will be updated with applicable information.
5) Old Business
a) Hains Park Parking Stickers for Rowing Association Members
Bob Dunn initiated discussions about this subject and the recent decisions made by the Old Lyme Board of Selectmen. Updates will be provided, as the season progresses, as to how things turn out with the new process. The Board of Selectmen decided that stickers will only be checked between 9:00am and 5:00pm.
b) Volunteer Playground Committee (TWP, Cross Lane) donation
Bob Dunn initiated discussions about the efforts of the Volunteer Playground Committee to raise funds and upgrade playground areas at Town Woods Park and Cross Lane Park.

Discussions included possibly donating funds from the previously established Town Woods Park Fund to help with the projects. Tim Gavin made a motion, seconded by John Flower, to donate $5000.00 from the Town Woods Park Fund, to the Volunteer Committee, for the Town Woods Park Playground upgrades. The motion passed unanimously.
c) Sound View Commission Letter dated March 30, 2015
Bob Dunn initiated general discussions concerning the Sound View Commission’s request to the Board of Selectmen to place the management and responsibility of the Sound View area under the direction of the Sound View Commission. Questions concerning having Town owned property operate under the direction of the Sound View Commission were discussed. This discussion was tabled at this time. It was again suggested that Frank Pappalardo be invited to a future Parks and Recreation Commission meeting to discuss these items. Bob Dunn indicated that he and Don Bugbee discuss this at another time and decide how to proceed.
6) New Business
a) Boathouse/ Hains Park Improvement Committee
Bob Dunn provided updates of the recent BHPIC meetings (May 14 and 28, 2015) and discussed the possible proposed designs for the boathouse, bathroom renovations and the addition of a pavilion. He also referenced two articles published in Lymeline on May 21 and May 29, 2015 about the proposed Boathouse Designs and Architects fees and the Commission Members discussed both articles.
Bob Dunn initiated discussions about the following memos. These memos are included as Attachments 1, 2 and 3 to these minutes. Details are in the memos.

7) Meeting Adjournment
A motion was made by Nigel Logan, seconded by Tim Gavin, to adjourn the meeting at 8:30 PM. The motion passed unanimously. The next Meeting is scheduled for Thursday July 2, 2015 at 7:00 PM.
